Extension of Ship’s Statutory Certificates

 DGS, Order No. 04 of 2021 Reg Extension to the validity of Ship’s Statutory Certificates, Periodical Surveys and Audits in view of COVID-19 pandemic.

1. Reference to DGS Order No. 23 of 2020 & DGS Order No. 34 of 2020 in respect of extension to the validity of Ship’s Statutory Certificates, Periodical Surveys and Audits in view of COVID-19 pandemic.

2. Vide DGS Order No. 23 of 2020, Administration had granted extension to the validity of statutory certificates to ships whose statutory surveys were expiring between 1st September 2020 and 31st October 2020.

3. Subsequently, the Directorate, vide DGS Order No. 34 of 2020, had extended the extensions granted under DGS Order No. 23 of 2020 till 31st December 2020.

4. The Directorate, vide DGS Order No. 04 of 2021, has now decided to extend the extensions granted under DGS Order No. 23 of 2020 till 31st March 2021 subject to fulfilling following additional conditions:

a. Docking Surveys extension will only be granted upon submission of a firm Stemming Agreement with the dry dock, other conditions remain the same as per DGS order 23 of 2020. No further extension will be granted if the dock fails to adhere to the agreed / commitment date as per the stemming agreement.

b. In-case of all those vessels where an extension has already been obtained after submission of firm stemming agreement, no further extension will be considered unless valid reasons are furnished by the applicant towards the change in the stemming date. Also, the period of further extension sought will be within the maximum period considered under DCS Order 23 of 2020.

c. Owners sighting non-availability of BWM Management system complying with D-2 standard or delay in receiving from the supplier as the reason for getting DS extension will not be considered. In such circumstances of delay in receiving the BWM System, the owners must complete the dry-docking surveys of the vessel and will be permitted to operate the vessel on Indian coast only with compliance to D-1 standard of BWM System.

d. No extension will be granted for Annual Surveys and Intermediate/Renewal SMC Audits/MLC Inspections unless the mail correspondence between the Owner and RO can demonstrate that due-diligence was carried out to complete these surveys/audits/inspections well in advance, that is, at-least 3-months prior to expiry date/window-range date and no RO

Surveyor could board due to lock-down/travel restriction.

e. Any request for extension beyond the maximum period indicated in DGS Order 23 of 2020 will only be considered under exceptional circumstances on a case to case basis, and will be based upon a satisfactory inspections / trials / structural assessment with regard to the type and age of the vessel, as decided between the RO and Directorate. In-case of any request under this clause, the owner is to undertake that the vessel will operate only in Indian coast.

5 .All other requirements/ conditions as per DGS Order No. 23 of 2020 remains the same.

6.Ship owners/ operators and managers of Indian flagged ships contemplating delay in carrying out mandatory periodical

surveys, audits and inspections due to the COVlD-19 situation are advised to be guided by above and act accordingly

DGS Order 01 of 2021

1. Whereas vide DGS order 26 of 2020 dated 30.09.2020, the Director General of Shipping

granted deemed extension of CoPs to ratings till 31.12.2021or for one-contact, whichever comes first, provided that-

(D no extension has been availed by rating under previous orders / SOPs issued by

the Directorate and

(iD havejoined/ shall join ships on/prior to 31.12.2020 and

(iii) meet the continuous professional competence as per attached Annex I as on the

date oftheir joining.

2. Whereas vide DGS Order 33 of 2020 dated 03.11.2020, the Director General of Shipping

also granted extension of CoCs/CoPs issued to Master & Officers till 31.12.2021or for

one-contact, which-ever comes first, provided that-

(i) no extension has been availed by Masters & officers under previous orders / SOPs

issued by the Directorate and

(iD havejoined / shalljoin ship on/prior to 30 November 2020 ar.d,

(iiD meet continuous professional competence as per Annex I as on the date of their

joining.

3. Whereas INSA/FOSMAA,{ASSA in their submission has requested further extension of

above provisions of deemed extension for Master, Officers & ratings citing various

reasons such as lack of intemet connectivity, remote locations for undergoing the online

courses and at times they need to connect the seafarers due to unpredictable situations

arising due to the currently continuing pandemic posed by Covid-19 and hence requested

extension ofthe period for ratings till31.l2.202l and for offices ti1130.06.2021.

4. Noting that as early as in August 2020, the Directorate has facilitated conduct of

revalidation courses initially vide DGS Order 20 of 2020 dated 04.08.2020 via Three-Tier


training mechanism comprising of E-Learning, Virtual Classes/On-Line Video sessions

and Exit Exam and lately allowed conduct of all STCW Courses vide DGS Order 40 of

2020 dated 19.12.2020 via Three Tier training mechanism comprising of E-Learning,

Vim.ral Classes/On-Line Video sessions & Practical and Exit Exam.

5. Also considering that the grant of extension to all seafarer who are joining on/before

31.12.2021, which is almost for a period of l-year without revalidation will create long

queues of candidate requiring completion of mandatory courses once the pandemic is

over.

6. Further noting that it is only about 5-months since the Directorate facilitated completion

of mandatory training through newly devised Three Tier mechanism.

7. Taking all the above into consideration, the Directorate hereby grants deemed extension

of CoCs and/or CoPs until 31.12.2021 from date ofjoining or one contract whichever is

earlier for all those seafarers who comply with all of the following:

(i) the Seafarer has sigred-off from a ship on/after issue of DGS Order 20 of 2020.

(ii) the Seafarer has not availed any extension of CoC/CoP under any previously

issued Directorate Order/Circular/SoP whether while being on ship or ashore.

(iii) the seafarer joins the ship or/before 31.03.2021 and demonstrates continuous

professional competence as detailed in attached Annex I on the date of joining.

Standard operating procedure to get Watch Keeping (N & E) / DC Basic / COP Able seafarer

Step1: Read Training Circular no.12 of 2019 available at www.dgshipping.gov.in.

Step 2: Login in to seafarer’s profile.

Step 3: Go to “update seafarer profile”.

Step 4: Update your latest and active mobile number and email address.

Step 5: Go to “Documents” tab & click on “Upload documents”.

Step 6: Read the instructions to upload Photo, Signature, CDC, TAR Book & Passport.

Step 7: Instruction for uploading of photograph, Signature, Training Record Book and CDC Booklet Pages

For Photograph image

1.       Photograph must be a recent passport style colour picture.

2.       The colour picture must be taken against a light-coloured, preferably white, background.

3.       The candidate must be looking straight at the camera with a relaxed face.

4.       If  the picture is taken on a sunny day, the sun should be behind the person getting clicked or in the shade, so that he/she does not appear squinting and there are no harsh shadows

5.       If using flash, ensure there’s no “red-eye”.

6.       If the person getting clicked wears glasses, it should be ensured that there are no reflections and the eyes can be clearly seen.

7.       Caps, hats and dark glasses are not acceptable. However, religious headwear not covering the face, are not allowed.

8.       Ensure photograph must be selected/highlighted without border and scanned and not the entire page

For Signature Image

1.       The candidate himself/herself should sign on a white paper with a black ink pen.

2.       The signature must be signed only by the applicant and not by any other person.

3.       Dimensions 3.5 cm x 1.5 cm (preferred)

4.       Ensure signature maybe selected/highlighted and scanned and not the entire page.

The Photograph / Signature will be used in Admit Card and CoC Booklet, Online application will not be processed unless candidate’s upload their scanned Photograph and signature as specified. After uploading the photograph/ signature in the online application form candidates should check that the images are clear and have been uploaded correctly. In case the photograph or signature is not prominently visible, the candidate may re-upload his/her photograph or signature. In case the application submitted has unclear scanned photograph/signature or both, the application may be rejected.

For Training Record Book (Those who do not have Certificate of proficiency of NAVIGATIONAL WATCH / ENGINEERINGWATCH is required to upload the TAR Book)

1.       Discipline in Seafarer Profile should be as per Sea Service Record (e.g. if the Sea Service is in the Deck Department then select discipline as Nautical, If the Sea Service is in the Engineering Department then select discipline as Engineering in Seafarer Profile)

2.       Before downloading Training Record Book seafarer must have upload the Photo and Signature.

3.       The candidate himself/herself should download the Training Record Book. (Click to download).

4.       Fill the required details and upload in pdf.

 

For CDC Booklet Pages

1.       Self attested scanned copy of CDC (first, last two pages and required sea service mentioned pages) in pdf.

For Passport Pages

2.       Self attested scanned copy of Passport (all pages except blank pages) in pdf.

For Training Record Book (Those who do not have certificate of proficiency as ABLE SEAFARER DECK / ABLE SEAFARER ENGINE is required to upload the TAR Book)

1.       Discipline in Seafarer Profile should be as per Sea Service Record (e.g. if the sea service is in the Deck Department then select Discipline as Nautical, If the Sea Service is in the Engine Department then select discipline as Engineering in Seafarer Profile)

2.       Before downloading Training Record Book seafarer must have upload the Photo and Signature.

3.       The candidate himself/herself should download the Training Record Book.

4.       Fill the required details and upload in pdf.

For CDC Booklet Pages

Those who do not have Certificate of proficiency in Basic Training for Liquefied Gas, Oil and Chemical Tanker Cargo Operations is required to upload the Scanned Copy of Passport.

1.       Self attested scanned copy of Passport (first, last two pages) in pdf.

Step 8 : Ensure that all the documents are uploaded as per the instructions above.

Step 9: The online system will automatically filter and fetch all the eligible

              candidates for processing of the relevant certificates. NO application needs to be 

              submitted.

Step 10: The candidates will receive a system generated email after successful generation of

               Certificates.

Step 11: The certificate will be available in “Master Checker” of the seafarer’s profile.

 Quality Management System (EAC Branch)

The Directorate General of Shipping as maritime administration has obligation to give effect to the provisions of STCW 78 Convention as amended, as India is a party to this international instrument. In doing so, the EAC Branch of the Directorate has developed the Quality Management System highlighting the policy and objectives required to be achieved by the system. Through this system, the EAC branch aims to achieve the following

1. Demonstrate its ability to consistently provide product (certificate of competency, certificate of proficiency and associated endorsements) that meets the customer i.e. the seafarers and the ship owner requirements. 

2. By ensuring compliance of the product with STCW 78 Convention as amended, statutory provisions i.e. Merchant Shipping Act, 1958 including regulatory requirements i.e. Merchant Shipping (STCW) Rules as amended, administrative orders issued by the DGS. 

3. To enhance customer satisfaction i.e., seafarers and ship owners through effective application of the Quality Management System for continual improvement of the system and the assurance of conformity to the customer and above stated international treaties, statutory and regulatory requirements.

Standard Operating Procedures for Mercantile Marine Departments

Seafarers Grievance Redressal Mechanism

 DG Shipping “Seafarers Grievance Redressal Mechanism” 

 1. Possible means of receipt of “Seafarers Grievances” may be by following means: a. DGS Online grievance portal b. Email c. Twitter d. Hard copy (letter) e. Social media (as Whatsapp etc.) 

2. On receipt of grievance by other means than the “Online grievance portal” such as other means as Emails, Tweet, Hard copy (letter) and Social media etc., the concerned seafarer who has raised grievance by other means may be advised by email or call by DG Shipping Official / Shipping Master to raise the grievance through the “DGS Online grievance portal” for quick and easy disposal of case online. 

3. Step by step process guide for raising online grievance: 

a) Login to E-Governance system by using User Id and Password provided by DG Shipping for other modules ( www.dgshipping.gov.in E-Governance) 

b) Go to the link  “Grievance Redressal Mechanism”

 c) Enter relevant details (* marks details are compulsory) 

d) Select Company Name 

e) Select the option “type” of grievance 

f) Fill up all relevant details and ‘Submit’ 

g) Upon submission of data, system would display “Reference No.” and same application would be sent to the concerned “Shipping Master” 

h) The concerned “Shipping Master” would examine the matter within two (02) working days and provide necessary solutions 

i) Grievances would be processed and seafarer would be queried back within two (02) working days with details or closure details would be communicated online 

j) Seafarer can “view” the status of grievance by clicking “view” status

 k) If queried back requesting further details, the same may be provided by the seafarer 

l) If grievances are un-answered, you may contact the respective jurisdictional Shipping Masters by following email id after two (02) working days:

The activity of recruitment and service provider is regulated under the section 95 of Merchant shipping at 1958. The Merchant shipping recruitment and placement of seafarers rules 2005 as amended have been notified for the said purpose (SOP)


A person accompany Institute as the case may be eligible as the process the serious to obtain a RPSL May submit, its application directly to the Indian Register of Shipping and inspecting agency authorised by DG Shipping under provisions of the said rule. Director Siemens employment office DSC is the competent authority to issue the recruitment and placement of seafarers licence, notices and circulars are crew circular 9 of 2007, 2 of 2012, 2A of 2012, 3 of 2012 DGS order 22 of 2014, MSN 6 of 2013

IRS on receipt of such application undertake the requisite inspection and then forward it Inspection Report along with such application concern to do so within the prescribed time span of 15 days the date of receipt of such application.

Then examine the application and report their on inspecting agency.

. The Directorate General of Shipping,MSN 15 of 2020, dated 20th November, 2020 has advised regarding development and enforcement of a CIP for RPS License holders.

2. The CIP will be conducted once every year and will replace the existing RPS inspection regime followed in India. CIP will be effective from 1st April, 2021.

3. Salient features of the program are as follows:

a.  CIP comprises of three parts;
Part A – application for the CIP to be filled online by the RPS Company.
Part B - to be filled and mandatorily assessed by Recognized Organization.
Part C - detailed inspection to be completed and submitted by Recognized organization online.
Only those RPS companies who qualify Part B will be eligible for CIP in Part C.

b. The performance of RPS companies will be graded as per detailed performance criteria (stated in Part C of CIP) developed by the Administration on various parameters.

c. The RO conducting the CIP is to be other than those who has conducted last RPS Inspection / CIP.

d. Every alternate CIP inspection is to be carried out with the participation of the DGS/ MMD Surveyors / DSEO.

e. The CIP of the existing RPS Companies is to be completed within 6 months period starting 20th November, 2020.

4. All RPS Companies operating in India are advised to be guided by above

Updating and uploading Photograph / Signature.

 Procedures to be followed for uploading Photograph / Signature. 

Details of signature 

1. The candidates who were issued INDoS numbers through Maritime Training Institutes (MTI) after the issuance of DGS Training Circular No. 08 of 2019 dated 30.04.2019 and desiring to change their photograph / signature shall follow procedures as outlined in the said Training Circular. 

2. The seafarers who were issued INDoS numbers prior to the issuance of DGS Training Circular No. 08 of 2019 dated 30.04.2019 and desiring to change their photograph / signature in order to acquire e-pass shall follow the following procedures. 

2.1. Only the seafarers who are signing ON or signing OFF shall be entertained. The permission shall not be granted if the photograph or signature is clearly visible. 

2.2. The employing company shall verify the photograph / signature of the seafarer against the passport and send change request by email to ttc-dgs@nic.in along with copy of passport. 

2.3. Upon satisfaction, Mercantile Marine Department (MMD) / Maritime Training Trust (MTT) cell shall grant permission to change photograph / signature.

 2.4. Such permission for change in photograph / signature shall be provisional and subject to verification at a later stage. 

2.5. The new photograph / signature should be as per the specified requirements. Directorate General of Shipping, Mumbai Page 3 of 9 

2.6. If it comes to the notice of the Directorate that the company / candidate has falsified photograph / signature, strict disciplinary action shall be initiated against the company and the candidate. The company / candidate shall be debarred from being associated with DG Shipping for a period of up to five years. 

3. The seafarers / candidates who were issued INDoS numbers prior to the issuance of DGS Training Circular No. 08 of 2019 dated 30.04.2019 and desiring to change their photograph / signature in order to access e-learning shall follow the following procedures. 

3.1. The candidate / seafarer shall send email to any of the MTI he / she desires to join for attending the maritime course. 

3.2. The MTI shall verify the photograph / signature of the seafarer against the passport and send change request by email to ttc-dgs@nic.in along with copy of passport.

 3.3. Upon satisfaction, MMD / MTT cell shall grant permission to change photograph / signature. 

3.4. Such permission for change in photograph / signature shall be provisional and subject to verification at a later stage. 

3.5. The new photograph / signature should be as per the specified requirements. 

3.6. If it comes to the notice of the Directorate that the MTI / candidate has falsified photograph / signature, strict disciplinary action shall be initiated against the MTI and the candidate. The MTI / candidate shall be debarred from being associated with DG Shipping for a period of up to five years. 

4. Candidates / seafarers who had uploaded their Photograph / signature earlier in their profile but the same is not visible now in their seafarer profile. Such candidates shall follow the procedure given below.

 4.1. The candidate / seafarer shall approach his company.

 4.2. The company shall verify the photograph / signature of the seafarer against the passport and send change request by email to ttc-dgs@nic.in along with copy of passport. 

4.3. Upon satisfaction, MMD / MTT cell shall grant permission to change photograph / signature. 

4.4. Such permission for change in photograph / signature shall be provisional and subject to verification at a later stage.

 4.5. The new photograph / signature should be as per the specified requirements. 

4.6. If it comes to the notice of the Directorate that the company / candidate has falsified photograph / signature, strict disciplinary action shall be initiated against the company and the candidate. The company / candidate shall be debarred from being associated with DG Shipping for a period of up to five years. 

4.7. Please be informed that this grant of permission may take time as the priority shall be given to those requiring e-pass for Sign ON / Sign OFF. 

5. Candidates / seafarers who had never uploaded their Photograph / signature in their profile shall follow the procedure given below (Same procedure to be followed for uploading photograph / Signature).
